On Corruption!

Whereever there is power there will be corruption. In Govt/public service where power is centered. In central Govt. Income tax, defence, and several others. In state govt. services, police, PWd and others in that order. The secretaries of these departments gather together to ask either for more power or for more money to be injected to their departments.
