இருப்பினும் இந்த சி.எ.ஜி. பற்றி எனக்கு சில கருத்துக்கள் உண்டு. அமைச்சர்களை கூண்டில் ஏற்றுவதற்கோ, செயலாளர் அந்தஸ்தில் உள்ள அதிகாரிகளை தண்டிப்பதற்கோ அதன் அறிக்கை பயன்பட்டதாக வரலாறு கிடையாது. அரசு தரப்பில் நடந்த வரவினங்கள், செலவினங்கள் சட்டம், விதிகள் படி நடந்திருக்கிறதா என்று பார்ப்பதோடு அவருடைய வேலை முடிந்தது. CAG எழுதின தணிக்கை மறுப்புகளை அவரது அலுவலகத்தில் பணி புரிந்து ஒய்வு பெற்றவர்களை அழைத்து வந்து பதில் எழுதிக் கொடுத்தல், சரி செய்யப்பட்டது
(Settled) என்று எழுதி க்ளோஸ் செய்து கொள்வார்கள். CAG அலுவலகத்தில் பார்க்கவேண்டிய கணக்குகளே தவறாகவும் பதில் சொல்லப்படாமலும் கிடக்கும். சில உதாரணங்கள் பார்ப்போமா!

Blaming Hindus and the Govt.
There are some Muslim theorticians in India, who advocate that the history telling i)Muslim invaders of India looted temples and demolished places of worship ii)Aurangazip is a bad ruler are not correct. They also argue that after Independence, Hindus have applied to the Archeaological Dept. obtained permission from them, constructed Hindu temples on it by demolishing unworshipped monumental mosques and tombs thereby erode religious characters. Though nobody would believe them, they continue to emit poisonous lies. Only terrorists who have taken toll of innocent lives and face capital punishment the world over can use it to cover their acts of shame.
So people should be watchful for those theoriticians and organize to oppose it whenever it raises it head by publishing articles in newspapers and use the media, blaming Hindus and the Government on that basis. The Govt. should also make a note of such theoriticians and watch their activities and nip terrorism in the bud.

Merchantilists-state nexus!
One Sudhansu Mohanty has written an artile in the Indian Express. He writes:
"Merchantilism broadly refers to the system where the state and merchants are in cahoots to ostensibly bring about welfare of the citizens whle it actually enriched the latter with theformer's regulations benefitting them.
"Look around and cast your eyes no further than the commonwealth Games and see the parallel with mercantilism. HOw and why did the Govt. select a merntilist as the prima donna to run the Games, who in turn created his own sub-merchantilists of sons and daughters and spawned a culture of 'nephewism'?..
The author wants to stress that some merchantilists (virtually run the Govt.) and the state have created that reeks of corruption, nepotism ineptitude. Even in the depositting of black money in Swiss and foreign banks by Indians issue the Govt. maintained a stony silence and refused to act. It was doubtless a case of neo-mercantilism. He further states that neo-mercantilism believes that the nations resources can and should be looted but only by a select minority. This select minority will then work the system to enrich itself and ironically add to the GDP.
In short he ventures to say: mercantilists and the state loot the exchequer and resources.
It is true that looting of exchequer by handful of merchants, corruption, nepotism and ineptitude are rampant. But it is only the by-product or the off-shoot of the nexsus between the mercantilists and the state. Either of them have no plans nor have planned to create or manufacture these things. If they really have any plan to do so, the Ayodhya issue will be resolved in a jiffy.
They can i) move out the buried bodies with tombs adjoining the erstwhile Babri Masjid, enmasse to a safe distance, such as in the case of Aswan Dam in Arabia and build a mosque there. (When Aswan Dam was built, The Govt. ordered that Burial grounds, mosques should be taken up from the earth without any damage and to plant them at faraway places.)
ii)build up Ram temple in Ramjanmaboomi and
iii) build up shopping complexes, amusements and residential houses/apartments ..
all at the cost of exchequer, of course, they are matters of contract and sponsor mercantilists and their sub-mercantilists can earn billions of money.
So one need not hold pessimisstic views about the STATE. The Indian communists themselves have faith in this kind of parliamentary democracy. Therefore one should try to organize people against such evils.

எங்கே போகிறாய் அரசே!
வட இந்திய மாநிலங்களில் உள்ள அரசு கிடங்கிகளில் ஏராளமான கோதுமை மக்கி வீணாகிறது. இதை அனைத்து மீடியாக்களும் செய்தி வெளியிட்டு அரசின் அலட்சியப் போக்கினை வெளிச்சத்துக்கு கொண்டு வந்தன. மக்கி வீணாக்கி விட்டதற்கு பொறுப்பான அரசு அதிகாரிகள் மீது நடவடிக்கையும் இல்லை. மக்கள் பிரதிநிதிகளான அமைச்சரும் இதற்க்கு வருதப்பட்டதாகவோ, மன்னிப்பு கேட்டதாகவோ இது வரை செய்தி இல்லை.
இதைக் கண்டு கொதிப்படைந்த ஒரு தனி நபர் உச்ச நீதிமன்றத்தில் மனு தாக்கல் செய்ய உச்ச நீதிமன்றம் ஏழைகளுக்கு அதிகப்படியாக உள்ள உணவு பொருட்களை இலவசமாக வழங்கலாமே என்று தீர்ப்பு கூறியது.
அதெல்லாம் பாலிசி அதாவது கொள்கை சார்ந்த விஷயம். இதில் நீதி மன்றம் தலையிடக் கூடாது என்று பிரதமர் கூறுகிறார். ஏராளமான உணவுப் பொருட்களை வீணடித்துவிட்ட, வீணடித்துக் கொண்டிருக்கும் , இன்னமும் வீணடிக்கத் துடிக்கும் இந்த அரசைக் கேள்வி கேட்பதுதான் எப்படி, கண்டிப்பதுதான் எவ்வாறு, நேர் வழிப் படுத்துவதுதான் எங்கனம். இது ஜனநாயக அரசு தானா அல்லது ஈஸ்ட் இந்தியா கம்பனி ஆட்சியா?

ஜ, ஷா, ஹ, க்ஷ, இவை வடமொழி எழுத்துக்கள் என்று தவறாக, திராவிட கட்சிகளால் சொல்லப்பட்டது. பாட புத்தகங்களில் கூட வடமொழி எழுத்துக்கள் என்று தலைப்பிடப்பட்டது. உண்மையில் இவை "பிற மொழி உச்சரிப்புகளை தமிழில் எழுத உதவும் வரிவடிவம்" என்று தலைப்பிட்டு இருக்க வேண்டும். இவ்வரி வடிவங்களை தமிழுக்கு ஏற்பாடு செய்தவர்கள் தமிழர்களே. ஆனால் அரசியல் காரணங்களால் வட மொழி மீது வெறுப்பு ஏற்படுத்தி பிரசாரம் நடந்தது. அவர்கள் நடத்தும் பத்திரிகைகளில் இரட்டை நடைமுறை பயன்படுத்துவார்கள்.
உதாரணமாக அவர்கள் கட்சியைச் சேர்ந்த ஸ்டாலின், ஜெயராமன், குரேஷி ஆகியோருக்கு பெயரை அப்படியே போடுவார்கள். ராஜாஜிக்கு மட்டும் ராசாசி என்று போடுவார்கள். இப்பொழுது கூட சில பத்திரிகைகளில் "செயலலிதா" என்று போடுகிறார்கள். இதனால் ஆங்கிலம் மற்றும் பிற மொழி வார்த்தைகளை தமிழில் தவறாக எழுதும் போக்கு காணப்படுகிறது. பிற மொழி பெயர்கள், பழமொழிகள் ஆகியவற்றைக் கையாளும் பொது அம்மொழியினர் எவ்வாறு உச்சரிப்பார்களோ அவ்வாறே , எழுதவேண்டும், உச்சரிக்கவேண்டும் என்பது பொது விதியாகும். பிற மொழி வார்த்தைகள் பழமொழிகள் வழக்கு மொழிகள் ஆகியவற்றை எவ்வளவு அதிகமாக தமிழில் பயன்படுத்துகிறோமோ அந்த அளவுக்கு தமிழ் வளரும் என்பதில் ஐயமில்லை.

Reservation menace!
Recently I read an article in the New Indian Express captioned "No to caste enumeration". The politicians when they are pressed by Caste organisations for more reservations, new reservations and for inclusion in the list of Backward classes/most backward classes/scheduled caste /tribe and when they are questioned by right thinkers that how you have decided about 'educational backwardness' of a certain caste without proper statistics on the population of the caste and the number educated among them they reply and pressurise Govt. to order caste wise Census. The article categorically opposed such moves. The author is socialogy professor in Anna University.
All the present day evils on reservation started only when the Constitution amendment included the two words "and educationally" to the existing sentence giving power to the State to provide reservation to the "Socially..Backward Classes". To measure educational backwardness among castes there is no proper statistics and the Govt. is including castes only on the basis of the voting and other muscle power of the caste organizations.
During Vanniars' agitation, in Tamilnadu, all the caste organizations met MGR who was the then CM and demanded reservations for their castes also. MGR told them to furnish statistics about the number of people in their respective castes and when they furnished the figures it amount to thrice the population of Tamilnadu.
The clamour for inclusion in the backward classes list is comparatively more in Tamilnadu. Each and every caste started their own organizations to put forth their demands and came to the streets with sevaral kinds of agitations. Accordingly the Government's list of backward classes also increased day by day and culminated in notifying 215 castes as backward classes.
There is a little difference in the names of castes found in 'forward'list and backward list. Therefore it has become easy for the forward castes also to get caste certificates as the one belonging to backward classes thanks to the all prevalent corruption among Govt. officials. It is quite common to see forward class people such as 'kamma naidu' 'kappu naidu' 'vellala mudaliar' 'veerakkodi vellalar''beri chetty' and several others as 'kavarai', 'thuluva vellalar' 'sozhia vellalar' 'vania chetty' to quote certain examples.
There were 40 Kamma naidu families in a tiny hamlet in 1970. A minister in the Tamilnadu Government does belong to that village and caste. Now there are only 3 families and all the others have obtained backward classes certificates.
At present if castewise Census is ordered to be done in Census 2011, according to Census ACt, the census enumerators have no power to enquire into the veracity of the particulars furnished by a citizen in the Census. So, when one citizen says that he belonged to certain caste the enumerator has to simply write it down. Even if certain powers are invested to him, the enumerator can only demand proof and they will eventually produce certificates from the Tahsildar or ask them to give time to obtain and produce one. Moreover if caste wise census is taken that would only facilitate such people mentioned in the previous paragraph.
The politicians and the vote bank politics are to be blamed for taking our society to this point of no return in regard to the problems of castes and reservations. Moreover they will only care about reservtions to higher education and govt. clerical jobs. They won't care about to send all children of school going age to primary and high schools without omission. Even after 62 years of independance this has not been achieved.
A thorough study in this regard should be undertaken along with Census 2011 formulating a fool proof procedure in consultation with jurists, educationists and intellectuals. Reservations might continue only on that bais, if it was found useful.
